Rule 106
General discussion on the bill

(1) In accordance with Rule 105, in the next meeting after the bill has been presented, the proposing member may present one of the following proposals:-
(a) that the Bill be considered, or
(b) The bill should be publicized so as to elicit public response.
(2) If the member presenting the bill submits any one of the proposals in clause (a) or (b) of sub-rule (1), any other member may submit another proposal according to the same sub-rule.
(3) When the proposal under clause (a) of sub-rule (1) is discussed, only the theoretical aspect of the bill will be discussed. During such discussions, except when it is necessary to clarify the intention of the bill, the clauses of the bill will not be discussed and no amendment can be submitted to the bill.
